SLP 3: Scenario-based Exercise with Focus on Framing and Strategic Decision-making

The focus of this scenario-based exercise is to provide opportunities for enhancing strategic leadership with a focus on decision-making.

The purpose of this scenario-based exercise is to enhance strategic leadership, in particular framing and strategic decision making in the global societal security environment. This scenario-based exercise further builds upon the theoretical framework and strategical analytical tools from SLP 1 and 2, as well as the participants’ personal strategic leadership manifestos, in order to sharpen the participants’ decision-making abilities. This year the scenario-based exercise will be played with the Black Sea Region in focus and in different contexts (peace, crisis, armed conflict, post). In addition, one day will be devoted to the Arctic region, and this scenario-based exercise will be played with Swedish participants from another SEDU strategic leadership course.

In the scenario-based exercise, the participants will analyse various contexts, role-play, prepare recommendations, and present structured policy briefs to a number of strategic leaders who will be representing the role-playing actors, countries and/or organizations.

By exploring and practicing decision-making in different contexts, the participants will learn how to create an inclusive, forgiving and secure atmosphere conducive to conducting an open and constructive dialogue by drawing upon and utilizing common ground and differences. Furthermore, the participants will strengthen their ability to apply an iterative decision-making process with the aim of maintaining trust, legitimacy and accountability.
